本期内容
第一章节的课程分析了中国地方政府债务问题，因为它是当下的一个热点话题，直接影响到股票和债券市场。对于股票市场，它直接关系到一个问题，即中国的金融资产负债表能不能有一笔扩清，扩清之后市场认为可能整体风险偏好就会好转，至少部分市场是如此关注的。
所以第一章节在讲地方政府债务问题之余跟大家慢慢阐述一件事情：财政很重要。而财政的具体重要性将从本章节起逐步展开。
从微观层面出发，大家总觉得财政离我们比较远，投资者们也更关注货币。在我看来，其实不用关注货币，货币本质上就是财政决定的。
