美国新增债务限额4800亿美元，怎么用已经安排好了
10月13日，美国众议院通过近5000亿美元的临时债务上限法案，法案将递交给美国总统拜登签署。当前，美国财政部已经制定出如何使用该上限法案中的大部分金额，值得注意的是，货币市场压力的缓解极有可能是暂时的。
美国债务上限协议允许债务限额增加4800亿美元，乍一看这似乎是个大数字，但在拜登将其签署成为法律后，这个数字马上就会缩水。
这也就意味着，投资者将资金投入到短期工具的同时希望国债供应能够增加、相关市场利率能维持在接近0的水平，这一预期不太可能实现。
由新限额带来的最大冲击之一，就是财政部长珍妮特·耶伦（Janet Yellen）一直采用的“特别措施”。截至10月6日，财政部已经动用了3500亿美元中的大约301亿美元，而要补足这些被动用的“库房”将会用掉计划增加限额的一半以上。
当然了，随着下一个尚未确定的上限日期的到来，这些措施可以在12月的某个时间点再次被采用，但是目前必须将它们考虑在计划内。
除此之外，财政部还进行了一系列公债标售，并计划发售新的现金管理票据，一旦这些交易完成，尽管现有的债务偿还将抵消债务限额被“占用”的一部分，但债务限额的空间还是将进一步缩小。
