會議紀要指出，美聯儲認識到與物價穩定相一致的充分就業水平可能隨時間推移而發生變化，許多與會者認為美國經濟朝着充分就業目標取得了快速進展，多名與會者認為勞動力市場的狀況已經與充分就業目標基本符合。
