外汇的动态概念是指把一个国家的货币对换成另外一个国家的货币，借以清偿国际间债权、债务关系的一种专门性的经营活动。它是国际间汇兑的简称。
在这里，需要特别指出的是：有些国家的货币不能在国际市场上自由兑换，所以它在国外只能算外币而不是外汇。
汇率，又称汇价，指一国货币以另一国货币表示的价格，或者说是两国货币间的比价。通常用两种货币之间的兑换比例来表示。如：USD/CNY=1/7.2456，即美元和人民币的兑换比率是1：7.2456，也可以说是1美元需要用7.2456人民币进行购买。
