新兴经济体的债务隐藏在哪里呢？想找出这些债务并不容易。Carmen Reinhart教授解释称，这是因为在过去十年，中国和其他新兴经济体之间的金融交易非常不透明的缘故。
在轰轰烈烈的基建繁荣潮时期，中国为其他新兴市场国家的矿业、能源等大型基建项目提供融资。这些债务基本以美元计价，因此也就注定要承受汇率变动风险，在美联储可能加息之际，新兴经济体的资产负债表因此显得更加脆弱。
关键在于，这些借贷的规模有很大一部分是未知的，因为很多贷款出自中国的政策性银行，它们并不进入国际清算银行的数据统计系统。此外，这些借款鲜少采用在国际资本市场发行债券等金融证券的形式，因此也不会出现在世界银行的统计表当中。
