Beleid ini mengatur tentang Penyesuaian Waktu Kerja dan Pengupahan pada Perusahaan Industri Padat Karya Tertentu Berorientasi Ekspor yang Terdampak Perubahan Ekonomi Global. Artinya, berbekal aturan anyar tersebut pengusaha bisa mengurangi upah buruhnya hingga 25%.
