有了疫苗，打还是不打、什么时候打？
19日，中国新冠疫苗接种“两步走”策略公布：先针对部分重点人群，再逐步实现应接尽接。针对“两步走”策略，21日晚，复旦大学附属华山医院感染科主任张文宏，在接受央视新闻《相对论》连线采访时预测，明年下半年，国内新冠疫苗接种的迫切性将可能逐步显现。
届时，全球范围内的新冠疫苗接种计划已实施一段时间，各国之间的互通将可能随防控风险的降低而变密，中国面临的疫情输入性风险随之增大。
与此同时，接种疫苗速度快、普及面广的国家，将加速互相开放。如果国内疫苗接种不够普及，向外开放将可能受阻。国内新冠疫苗接种的迫切性由此凸显。
张文宏称，疫苗是“义务”和“权利”的综合体。目前国内防控形势较好，大家更多地想到的是“权利”问题，即接种疫苗是保护自己，但不接种，面临的风险也并不会明显增加，因此，与“义务”有关的共识达成较少。接种新冠疫苗“义务”与“权利”的比例如何决定？相关共识的达成，将随新的防疫节点的出现而有所进展。
