CFTC和英格兰银行已更新跨境清算组织监管合作协议！
CFTC（美国商品期货交易委员会）和 BoE（英格兰银行）周二宣布，双方已签署新谅解备忘录（MOU），该谅解备忘录将替代2009年签署的老版协议。根据新谅解备忘录，CFTC 和 BoE 将在监管美英两国跨境清算机构方面通力合作、互换信息。
CFTC 主席 Heath P. Tarbert 和 BoE 金融稳定部副总裁 Jon Cunliffe 在他们撰写的 Risk.net 专栏文章中概述了新谅解备忘录的主要内容。
CFTC 和 BoE 均负责监管全球最大、最重要的衍生品市场和中央清算对手方（CCP）。新谅解备忘录强调，双方对跨美英两国运营的中央清算对手方的监管工作会在密切合作、相互尊重对方制度和执法行动的基础上进行。此谅解备忘录的签署进一步加强了CFTC 和 BoE 之间的合作关系。
新谅解备忘录也代表了 CFTC 和 BoE 合作开展各自的监管工作、保障跨境清算活动顺利进行的意愿。
2019年，CFTC、BoE 和其他英国监管机构还曾发表过关于保障英国脱欧后衍生品交易和清算工作连续性的联合声明。
