ESMA 敲定首批加密资产服务提供商规则
泛欧金融监管机构欧洲证券与市场管理局（ESMA）是欧盟金融市场的监管机构，已发布了加密资产市场监管（MiCA）倡议下的首份最终报告。
2023 年 7 月，ESMA 发布了一份加密规则咨询文件，就 ESMA 提出的 5 项监管技术标准 (RTS) 和 2 项实施技术标准 (ITS) 征求利益相关者的意见。咨询期于 2023 年 9 月 20 日结束。ESMA 表示共收到 36 份回复，其中 10 份为保密回复。
新报告旨在提高清晰度和可预测性，促进加密资产服务提供商（CASP）之间的公平竞争，并为整个欧盟的投资者提供更安全的环境，其中包括以下方面的建议：
- 授权 CASP 所需的信息
- 金融实体通知有意提供加密资产服务时所需的信息
- 评估有意收购 CASP 合资格持股所需的信息，以及 CASP 应如何处理投诉
- CASP 应如何处理投诉
关于下一步工作，欧洲证券与金融管理局表示已向欧盟委员会（EC）提交了《最终报告》，并将根据欧盟委员会的要求在该领域提供进一步的建议和技术指导。
