20个国际城市营商环境评估：上海排第8，仍有提升空间
本文延用上海发展战略研究所2020年国际城市营商环境的评估框架，从市场发展、产业配套、基础设施、政府服务、要素供给、宜居品质和法律保障等7个维度开展2022年国际城市营商环境评估。
样本仍然选取伦敦、纽约、香港、北京、新加坡、上海、深圳、悉尼、巴黎、迪拜、东京、米兰、芝加哥、莫斯科、多伦多、圣保罗、法兰克福、洛杉矶、马德里、墨西哥城等20个城市。
从评估结果看，上海营商环境提升至中游偏上水平，排名第8（图1），比2020年排名上升两位。
上海表现为“四升三稳”，即“政府服务”从全球第16上升到第11，“市场发展”从第5上升到第3，“宜居品质”从第13上升到第11，“基础设施”从第4上升到第3，而“产业配套”“要素供给”和“法律保障”与2020年排名相比保持基本稳定（表2）。
