央行上海总部谈上海存量房贷利率下调：加权平均利率降低近45个基点
11月13日，中国人民银行上海总部召开2023年第四季度新闻发布会，介绍2023年前三季度上海金融运行情况。央行上海总部调查统计研究部主任吕进中在会上表示，上海存量首套房贷利率下调有序推进，房地产信贷基本平稳。
他透露，截至10月31日，上海市完成存量首套住房贷款利率下调的贷款笔数约26.51万笔，贷款金额约2632亿元，贷款加权平均利率降低近45个基点。此项措施减轻了借款人利息负担，增加了消费者的消费信心和能力，惠及整体经济运行。
受提前还贷影响，去年以来国内个人住房贷款增速持续下行。但在持续的政策助力下，上海市房地产信贷运行已实现总体趋稳。9月末，上海市人民币房地产贷款余额2.68万亿元，同比增长1.7%，比上月末提升0.3个百分点。其中，个人住房贷款余额同比下降2％，房地产开发贷款余额同比增长9.7%。
