万亿国债：四季度财政发力的政策考量
10月24日闭幕的十四届全国人大常委会第六次会议，表决通过了全国人大常委会关于批准国务院增发国债和2023年中央预算调整方案的决议。中央财政将在2023年四季度增发国债1万亿元，全部通过转移支付方式安排给地方，集中力量支持灾后恢复重建和弥补防灾减灾救灾短板，整体提升抵御自然灾害的能力。其中，2023年拟安排使用5000亿元，结转2024年使用5000亿元。
此次增发的国债的用途，被明确为灾后恢复重建和提升防灾减灾能力，重点向华北和东北地区倾斜，并优先支持水毁设施恢复重建项目。此次增发国债后，2023年全国财政赤字规模由3.88万亿元增加到4.88万亿元，赤字率从年初预算安排的3%提高至3.8%左右。那么，四季度中央增发1万亿元的特别国债，体现出什么样的财政政策思路？全部由中央还本付息，是否意味着中央在基础建设方面承担更多的支出责任？这些新的政策思路，会成为未来财政发力的新常态吗？
