法治课｜狗闯祸了，主人需承担什么责任
动物伤人事件再度引发社会关注，其中侵权责任仍待探讨。
10月16日上午，成都崇州一小区发生犬只伤人事件，一名两岁女童被咬伤。据警方通报，女童右肾挫裂伤，右侧肋骨骨折，经过手术治疗，生命体征平稳。当地派出所民警已到事发小区排查。民警称，涉事犬只是一条罗威纳犬。
有关资料显示，罗威纳犬属于大型犬，是世界上最具有力量的犬种之一，也是所有犬种当中攻击人次数最多的品种。
网传视频显示，一只大型黑色犬撕咬一名女童，时间长达40秒，尽管家人用身体极力保护，仍无法完全阻止撕咬，女童几次被咬住不停拖动，后在众人帮忙驱赶下黑犬才离开。
恶犬伤人事件频发，背后责任如何厘清？中国政法大学教授、博士生导师冯恺分析说，动物侵权属于特殊侵权，在责任规制上，早在民法通则出台时已基本定调，之后的侵权责任法、民法典的相关原则也都没出现太大变化，“侵权人需要承担无过错民事侵权赔偿的争议并不大，此案重点在于是否应该追究动物饲养者的刑事责任问题”。
10月17日，据四川崇州联合工作组最新通报，当地警方已经对该事件进行立案侦查，罗威纳犬主人已被采取刑事强制措施。
