8月10日周四，OPEC最新月报维持对今明两年全球石油需求增量的乐观预期，并称全球最大石油出口国沙特在7至9月自愿减产100万桶/日，将令三季度石油库存出现两年来最大降幅。
OPEC预测，2023年全球石油日消费量将增加244万桶，达到平均1.02亿桶/日，2024年的石油需求量会进一步增加 225 万桶/日，均与上份月报的预期持平。
在供应端，沙特在7月履行了自愿大幅减产承诺，将其产量下调近97万桶/日至902.1万桶/日，有效推动整体OPEC产量减少83.6万桶/日，至2731万桶/日。
同时，OPEC+产油国联盟的另一位俄罗斯同期将原油产量下降10万桶至950万桶/日，使得沙特油产已经小于俄罗斯的产量规模。
报告称，若沙特在8月和9月按计划维持减产，将令OPEC在第三季度的平均产量维持在2730万桶/日，代表较日需求量产生约226万桶的供应缺口。
这将令全球石油库存在第三季度出现2021年下旬以来的两年最大跌幅，与此同时，发达国家的石油库存已经低于五年平均水平，而国际布伦特本周升破88美元创今年1月份以来最高。
