8月1日，据媒体发布的一项调查结果，今年7月，OPEC的产量大幅下降90万桶/日，至平均2779万桶/日。这是自2020年新冠疫情最严重时期OPEC+大幅减产以来的最大降幅。
具体来看，沙特主动减产100万桶/日以提振油价的承诺基本落实，该国7月份平均产量降至915万桶/日。尼日利亚的供应量也减少了13万桶/日，至126万桶/日，原因是当地一个原油出口码头发生泄漏，阻碍了该国提高产量的计划。利比亚则由于该国最大的油田之一发生抗议活动而短暂停产，令该国的原油产量每天减少5万桶至110万桶/日。
但是，OPEC+中的俄罗斯几个月来一直无视减少供应的承诺，一直专注于尽可能提高卖油带来的收入。但油轮跟踪数据显示，由于俄罗斯政府削减对国际原油市场的供应，截至7月30日的四周内，俄罗斯海运原油流量跌至今年1月初以来的最低水平。俄罗斯四周平均原油发货量下降15.4 万桶/日，至298万桶/日，较5月中旬的峰值下降90.5万桶/日，比2月的水平低40万桶/日。从目的地来看，对印度出口大幅下降。
