CySEC调整第三国投资服务提供规则

塞浦路斯证券交易委员会（CySEC）本周宣布调整其提供在第三国的投资和辅助服务和/或活动的塞浦路斯投资公司（CIF），第三国是不属于欧盟或欧洲经济区的国家，新规定取代了2018年2月发布的规则。

新规与2018年2月8日发布的旧规则相比，主要区别在于，CySEC现在要求CIF向其提交来自第三国主管当局的相关证书，而该第三国不需要授权他们提供条款中所述的服务。如旧通知所述，金融监管机构需要由合格的律师或在这种情况下，相关司法管辖区的律师事务所。

此外，如旧通知所述，CIF必须在其意向书中包括其打算的第三国名单。提供所述服务，并注意每个国家/地区是否有获得主管当局或法律部门的相关授权认为不需要授权。但是，新通知没有提及此特定步骤需要法律意见。

此外，新通知还要求CIF 已经在第三国运营，以确保他们继续遵守适用于这些国家的立法框架。

新规也保留了大多数原有规则。如希望在第三国提供投资和辅助服务和/或活动的CIF仍然需要通过意向书通知CySEC等。
