依照歐洲央行規定，歐洲央行成員國的黃金儲備占總儲備的比例要達25%，世界上仍有許多國家距離25%黃金儲備還相當遙遠。為了整個資金結構的調整，許多國家在調整其儲備比例，過程當中就會造成很大的資金移動，特別是新興國家，因為新興國家經濟正在崛起，收入正在增加，此時放到其他貨幣或其他國債的儲備資產比例會下降，黃金將會增加。
