呼铁局今年提前完成年度计划任务，发运不积极，同时太原局将C80大列更多给了发运长协的大矿。当前贸易商发运利润高达50元/吨左右，由于铁路计划难批，滞期时间长，港口调入量有限。环渤海港口已经全面禁止汽运集港，汽运直达能力也受天然气和柴油价格走高抑制。
限制进口煤通关加剧了短期贸煤市场供需矛盾。从需求端来看，本轮港口抢运客户主要来自南方进口煤受限地区。2017年1—11月，我国煤及褐煤进口量24817万吨，与去年同期相比增加8.5%。今年政府提出的目标是较2016年进口量下降5%—10%。11月起，广西、广东、福建、浙江各口岸均收紧煤炭进口政策。同时，北方环保限产，南方地区工业耗煤用电上升，特别是水泥建材终端。$AUD/CAD$
