欧洲证券和市场管理局(ESMA)日前发布公开声明，以促进银行《国际财务报告准则》财务报表在欧洲央行(ECB)定向长期再融资业务(TLTRO III)第三系列会计方面的透明度。
ESMA观察到，在实践中，银行对欧洲央行TLTRO III再融资交易的会计处理存在多样性。ESMA认为，考虑到TLTRO III业务的总体规模，这一事项可能会对银行的财务报表产生重大影响，并可能在整个欧盟范围内广泛存在。因此，ESMA强调在银行财务报表中对这些交易的会计处理提供足够的透明度的重要性。
对受影响银行的主要建议是：
- 提供与TLTRO III交易相关的重要会计政策、重要判断和假设的特定实体披露；
- 确保金融工具所产生的风险的透明度，解决银行对TLTRO III贷款所附条件或契约可能实现的评估问题；
- 在报告期末披露TLTRO III负债的账面价值和相关的利息支出。

ESMA打算向《国际财务报告准则》解释委员会提交与此有关的问题，供其审议。
