美联储23日宣布将继续购买美国国债和抵押贷款支持证券以支持市场平稳运行，不设额度上限，这相当于开放式的量化宽松政策。今日美联储的行动在规模和范围上都是前所未有的，这完全是对是市场功能的曲解，是一颗比火箭弹威力还大的核弹。
但股市今日仍在下行。主要原因一方面依然是确诊人数的大幅攀升，另一方面是美国国会未能通过大规模财政刺激计划以减缓冠状病毒对经济的冲击。在不到24小时的时间里，一项授权巨额财政支出以刺激经济的法案第二次未能清除一个关键的程序障碍。
加拿大总理特鲁多今日发布讲话时表示，将为农民提供新的资金援助，同时尽力帮助研究人员开发和测视疫苗。同时特鲁多再次强调，加拿大人需要遵循公共卫生指南，如果不停止从事可能引发感染的行为，则可能采取严厉的执法措施。
