欧洲央行本周2020年首次政策会议料启动战略评估 市场聚焦五大问题
北京时间周四的预期，部分决策官员越来越担心负利率对银行、保险业者、养老基金等机构构成有害的副作用。不过欧洲央行仍认为负利率对经济而言利大于弊。然而回覆路透调查此一问题的分析师中，有超过四分之三认为欧洲央行今年仍将维持负利率。
在此同时，银行贷款调查显示负利率带来一些正面影响，同时近期债券收益率上扬令保险业者受益，法国外贸银行(Natixis)研究解决方案主管Cyril Regnat指出，“欧洲央行采取行动、摆脱负利率的诱因更加薄弱”。
中东紧张情势对欧洲央行政策有何涵意？
贸易问题以及英国退欧的疑虑已经消退，但是1月时短暂触动油价大涨。拉加德和之前几任总裁一样，可能会强调地缘紧张情势并不在欧洲央行控制范围之内。但若紧张情势升高，从而损及经济、或者是引发油价不断上涨，市场仍将会热切地想要知道央行会在政策上做出何种反应。欧洲央行先前估计，油价上涨10%，在刚开始的年度里减损经济成长的幅度为0.1个百分点。分析师指出，至少地缘政治紧张可能促使欧洲央行维持宽松货币政策立场。
