香港证券及期货事务监察委员会（SFC）禁止瑞银集团前副董事林忠耀先生重返该行业，因为他的刑事定罪导致证监会认为他不是获得牌照或注册从事受规管活动的适当人选。
林先生于 2023 年 11 月 7 日被原审法院判处七年监禁，罪名包括两项盗窃罪和两项处理已知或相信代表可公诉罪行所得的财产罪。
法院发现，在 2020 年 3 月 13 日至 10 月 27 日期间，当林先生负责瑞银的一个项目以补偿在之前交易中被多收的客户时，他利用自己对瑞银系统的访问权限更改了该项目下合法收款人的信息，并向自己的账户或为自己的利益支付了至少 46 笔款项，总额达 1,875,030.64 美元。
法庭还发现，2020年3月至12月期间，林荣基控制的多个银行账户曾收到来自瑞银和其他来源的现金存款，其中大笔款项在短时间内被转出，而所处理的资金均与林荣基盗窃瑞银资金有关。
