OCC 对摩根大通银行罚款 2.5 亿美元
美国货币监理署（OCC）宣布对摩根大通银行（JPMC）处以 2.5 亿美元的民事罚款，因其交易监控失责。
OCC 发现，摩根大通银行的交易场所覆盖范围存在漏洞，并且缺乏维持有效交易监控计划所需的适当数据控制。
一般而言，交易场所是由投资公司或市场运营商运营的系统或电子平台，可汇集多个第三方金融工具买方或卖方进行交易。作为市场行为风险控制框架的一部分，OCC 希望银行执行交易监督，以监测其交易员和客户的市场行为。
监理会发现，摩根大通未能监控至少 30 个全球交易场所的数十亿次交易活动。摩根大通银行交易监控计划中的这些漏洞和缺陷构成了不安全/不健全的银行行为。
OCC 还发布了一项停止令，要求 JPMC 采取广泛而全面的纠正措施，以改进其交易监控计划，要求该银行纠正不足之处，在加入新的交易场所前征求 OCC 的无异议意见，并聘请独立第三方进行交易监控计划评估。
