3.政府希望到 2030 年能够使用零碳电力，投资数十亿美元提升其 300,000 座建筑物的能效。出台的命令旨在到 2032 年将联邦建筑物的排放量减少 50%，到 2045 年实现 CO 2净零排放。此外，它概述了到 2030 年在美国开发至少 10 GW 清洁电力的计划。
