美国CFTC要求盈透证券向客户赔偿8257万美元
美国商品期货交易委员会(CFTC)周二宣布，已对美国上市经纪公司盈透证券(Interactive Brokers)提起诉讼，并达成和解。盈透证券在处理客户账户时存在监管不力的问题。
根据新闻稿，在2020年4月20日，盈透证券未能勤勉监督其客户账户的处理，没有充分准备和设置其电子交易系统接收负价格和计算保证金。CFTC要盈透证券支付176万美元的民事罚款，并向其客户赔偿8257万美元。
CFTC发现，盈透证券的监管失误首次被发现是在2020年4月20日，当时芝商所旗下的纽约商品交易所(NYMEX)的基准西德克萨斯中质轻质低硫原油(CL)期货合约交易成负值，将于次日到期的2020年5月合约的结算价为负37.63美元/桶。
CFTC补充说，盈透证券承认，在这一日期之前，石油期货价格可能出现负值，但没有为其系统做好准备。
周二，CFTC对花旗银行(Citibank)和花旗全球市场有限公司(Citigroup Global Markets Limited)提起诉讼，并达成和解，指控它们未能遵守某些掉期交易商的要求。
