我国人们的银行卡在境外年度取现，每年的资金总额不得超过等值10万元的人民币，单日规定提取金额为1万元人民币。如果中国公民持境内银行卡在境外提取超过此额度限制的，国家在当年或次年暂停境内的银行卡在境外提取现金。
不过外汇局表示，现规定不影响持卡境外消费和用汇。不会影响到个人便利化年度的5万美金购汇额度。如果是出国留学、旅游、等等吃住项目的消费，均可以用银行卡支付。
个人换汇额度依旧是每人每自然年5万美金。 此外个人交易5万人民币、转账20万人民币以上的大额将被央行直接监管。并且监管范围除了银行之外，还包括了支付宝、微信、百度钱包等非银行支付机构。
而且，从今年2月1日，《关于办理非法从事资金支付结算业务、非法买卖外汇刑事案件适用法律若干问题的解释》也正式开始实施，《解释》中规定了实施倒买倒卖外汇或者变相买卖外汇等非法买卖外汇行为。
最新外汇管制主要目的是为了防止饭洗钱和恐怖融资，逃税的违法活动。对于出国旅游、留学等消费并不影响。
