外汇基础知识：外汇的概念
概括地说,外汇（Foreign Exchange或FOREX）是指一国持有的外国货币和以外国货币表示的用以进行国际结算的支付手段。国际货币基金组织对外汇的定义是：外汇是货币行政当局(中央银行、货币机构、外汇平准基金组织及财政部)以银行存款、财政部库存、长短期政府债券等形式保有的在国际收支逆差时可以使用的债权。
外汇的概念具有双重含义,即有动态和静态之分。
外汇的静态概念是指以外国货币表示的可用于国际间结算的支付手段。这种支付手段包括以外币表示的信用工具和有价证券,如：银行存款、商业汇票、银行汇票、银行支票、长短期政府证券等。
外汇的动态概念是指把一个国家的货币兑换成另外一个国家的货币,借以清偿国际间债权、债务关系的一种专门性的经营活动。它是国际间汇兑(Foreign Exchange)的简称。
从上述对外汇的解释可以看出：
第一,外汇必须是以外币表示的国外资产,本国货币表示的信用工具和有价证券不是外汇。
第二,外汇必须是在国外能得到补偿的债权,而空头支票和拒付的汇票则不能视为外汇。
第三,外汇必须是能够兑换为其他支付手段的外币资产,不可兑换货币不能视为外汇。
