美联储罗森格伦：支持尽早开始缩表 但应逐步进行
罗森格伦在纽约州发表演讲时表示，庞大的资产负债表的退出方式，应该能继续使用短期利率为主来放慢或刺激经济。
罗森格伦支持尽早缩减资产负债表，但应逐步进行。短期利率的收紧路径应该与资产负债表没有缩小的情况没有多少不同。
罗森格伦还表示，美联储缩小资产负债表的策略如果成功，可能会成为联储未来必要时再次使用的“操作手册”。
那是因为低经济增速和低通胀条件的持续存在意味着利率在未来的经济衰退中可能会再次达到零，从而迫使美联储和其他央行重拾资产购买的操作。
罗森格伦指出，未来在许多发达经济体，劳动适龄人口和劳动生产率的低通胀和低增长似乎都是可能出现的。
罗森格伦在巴德学院主办的会议上说，资产负债表的扩张和退出可能成为全球更标准的货币政策工具。
