据经济参考报援引消息人士称，中国联通混改方案涉及增发扩股和转让旧股，并很可能引入和中国联通在业务上具有互补性的民营互联网企业成为公司股东。但也有分析认为，作为国企混改试点，中国联通的步子不会迈得很大，前期很可能只会为旗下业务公司引入新股东。
