外汇局发布境外机构投资者投资银行间债券市场外汇管理规定
本报北京5月27日讯记者周琰报道为推动银行间债券市场对外开放，规范境外机构投资者投资银行间债券市场外汇管理，日前，国家外汇管理局发布《关于境外机构投资者投资银行间债券市场有关外汇管理问题的通知》，《通知》自发布之日起实施。
《通知》主要内容包括以下三项。一是对境外机构投资者实行登记管理。境外机构投资者应通过结算代理人办理外汇登记。二是不设单家机构限额或总限额。境外机构投资者可凭相关登记信息，到银行直接办理资金汇出入和结汇或购汇手续，不需要到外汇局进行核准或审批。三是要求资金汇出入币种基本一致。投资者汇出资金中本外币比例应保持与汇入时的本外币比例基本一致，上下波动不超过10%。
