Target tersebut tertuang dalam Peraturan Presiden (Perpres) Nomor 12 Tahun 2021 tentang Perubahan atas Perpres Nomor 16 Tahun 2018 tentang Pengadaan Barang dan Jasa Pemerintah. Beleid ini merupakan turunan dari Undang-Undang (UU) Nomor 11 Tahun 2020 tentang Cipta Kerja, yang sekarang berganti menjadi Perppu Cipta Kerja.
