全会强调，临近年末岁首。各区各部门各单位要统筹做好元旦、春节期间有关工作，确保人民群众度过欢乐、祥和、安宁的节日。要关心群众生产生活，保障市场供应。认真落实“两节”期间疫情防控工作方案，党政机关干部带头在京过节，倡导市民群众就地过节。加强应急管理，严密防范各种安全事故，全力维护社会大局稳定。严格领导干部在岗带班、外出报备制度，落实廉洁过节各项纪律要求。加强经济运行调度，力争明年一季度经济开门红。
