ESMA撤销Kroll LLC的信用评级认证
欧洲证券和市场监管局（ESMA）日前在其官网发布公告称，已撤销Kroll Bond Rating Agency LLC(Kroll LLC)认证其在欧盟(EU)使用的信用评级的能力。
该撤销决定是基于Kroll LLC于2020年7月23日向ESMA发出正式通知后作出的，该通知阐明，Kroll LLC打算在CRA条例第20（1）（a）条规定的条件下放弃在欧盟使用的信用评级认证能力。在取消Kroll LLC的认证资格后，Kroll Bond Rating Agency EU将继续发布信用评级，并将认可Kroll LLC的部分信用评级在欧盟使用。
根据《信用评级机构监管条例》(CRAR)第20条第1(a)款规定，在不影响第24条规定的前提下，如果信用评级机构 “明确放弃注册或在此前6个月内没有提供信用评级”，ESMA应撤销信用评级机构(CRA)的注册。CRAR第5(8)条解释称，第20条也适用于认证的信贷评级机构。
