ESMA发布2021年工作计划 重点关注交易报告制度
欧洲证券和市场监管局（ESMA）日前发布2021年工作计划，其中重点列出交易报告。
就交易报告而言，数据质量仍然是ESMA的主要目标，该报告还指出了EMIR和STFR规则的重点。
对于EMIR，ESMA已声明其监管方法是基于数据和风险的。2021年，ESMA的主要监管目标是提高根据EMIR框架提交报告的数据质量。ESMA将继续实施数据质量行动计划（DQACP），该计划于2014年9月启动，旨在标准化和改善欧洲监管机构收到的数据。
在接下来的12个月中，ESMA将做出巨大的努力，以确保脱欧前后的公司的EMIR交易报告的连续性。预计许多公司将修改其IT基础架构，包括位置和体系结构。
关于SFTR，ESMA的监管工作将集中于对SFTR提交的文件进行重新验证，以确保报告符合验证规则，评估SFTR交易状态和活动报告的完整性和准确性，以及评估STFR对账。
根据2020年第二季度/第三季度的法规变更要求，即云计算和SFTR头寸准则，ESMA表示其将确保新规的有效实施。
ESMA希望在未来12个月内就其监管的交易报告制度与所有利益相关者保持联系。
