11月2日晚间，中国银保监会、中国人民银行在官网公布《网络小额贷款业务管理暂行办法(征求意见稿)》(下称新规)，对网络小贷公司的注册资本金、业务范围、贷款金额和用途、联合贷款等方面做出新的规定，引发行业强烈关注。
