10月26日（周一），美国众议院议长佩洛西和财政部长努钦再次就新刺激方案进行磋商，这是两人自上周三以来的首次通话，但仍然未能弥补相关的分歧。包括Erik Wasson在内的分析师认为，现在两党谈判只是装样子，只是为了避免大选前放弃谈判遭受指责，实际大选前刺激法案出台可能性很低。参议员约翰图恩表示，不知道在大选之后两个月的当届国会剩余任期中，美国政治动态是否向有利于达成刺激协议的方向发展。
