当地时间10月22日，美国众议院议长、民主党人佩洛西表态称，她对与白宫达成一项疫情援助协议的前景表示乐观。不过，她同时也警告，起草法案和对该法案投票可能需要更长的时间。这意味着，11月3日美国大选前通过该法案的可能性较小。实际上，参议院共和党人仍对能否达成协议存疑。
