9月29日（周二），美国参议院以82票赞成，6票反对的结果通过了关于临时支出法案的程序性投票，以防止联邦政府于10月1日停摆。有分析师称，美国大选前不太可能就新一轮刺激方案达成协议，但民主党仍没放弃希望，9月28日经济刺激计划规模缩小至2.2万亿美元，但白宫依然认为过高。
