美社交媒体外汇诈骗计划实施者被罚220万美元
近日，美国商品期货交易委员会（CFTC）宣布社交媒体外汇诈骗计划的实施者Kelvin Ramirez将支付巨额罚款，并赔偿400多名受害者。Ramirez通过Instagram和WhatsApp欺骗受害者，非法获利73.5万美元。
法院指出，Ramirez声称自己从外汇交易中获得巨大收益，但实际上他并未在任何经纪公司开设过账户。
法院还发现，Ramirez在外汇交易计划中欺骗客户、骗取和挪用客户资金。除了赔偿受害者，Ramirez还必须支付总计220万美元的民事罚款，并被禁止在CFTC注册以及在受CFTC监管的任何市场进行交易。
Ramirez还被永久禁止从事违反《美国商品交易法》的行为。
法庭文件显示，Ramirez诱骗了400多名客户投资于其所谓的外汇交易大宗商品池，实际上Ramirez挪用了客户资金，随后开始利用Instagram和WhatsApp等社交媒体平台吹嘘自己奢侈的生活方式，谎称在外汇市场交易时每周能赚几十万美元。
Ramirez还声称拥有数百万美元的个人银行存款和一个管理着数百万美元资产的外汇交易池。法庭裁定前述陈述均属虚假。
CFTC表示，由于Ramirez可能没有足够的资金，赔偿令可能无法追回全部钱款。
