立陶宛央行将允许加密货币投资基金
立陶宛央行上周发布了一份声明，正式更新了其对首次代币发行（ICO）和数字资产的看法，旨在为金融市场参与者（FMP）提供一个“公平的竞争环境”。
2017年10月，立陶宛央行首次在文件中正式发表了对ICO和数字资产的看法，规定了FMP创建虚拟资产投资基金所需遵循的条款，并为如何以及何时使用虚拟资产进行支付制定了标准。
最新的声明显示，尽管立陶宛央行并未对基本原则做出重大修改，但它现在允许为专业投资者创建数字资产投资基金，并允许第三方交易所将私人公司收到的加密货币付款转换成当地法币。
然而，FMP不允许接受附带偿还要求的数字资产，同时也被禁止发行基于虚拟资产的贷款或接受虚拟资产作为抵押品，除非它们在法律上可被视为证券。
立陶宛央行还强调，FMP应将传统金融服务活动与数字货币相关活动区分开来，FMP不应参与或提供虚拟货币相关服务。■
